And I think they should be rewarded more (well, the Cold war was expensive) and salaries could have been somewhat more differentiated (AFAIK, they were differentiated up to 500% and more).

The salaries started to be differentiated only during the period of Brezhniev, after 50 years of communism. A piece of paper and a star in the chest were the only rewards.
