Don't think so. I've seen a lot of Anatolian Turks results with barely any EE. It depends on family line and region I guess.

The average in Turkey is around 10%. Some can be as much as 20% and some only 1-2%.

That was my point. My father isn't even fully Azeri and has around the same EE as the average Anatolian Turk. In Iran if you're paternally Azeri you count as Azeri even if you're not really Azeri genetically. So my guess is that the spreadsheets are not 100% correct. But I might be wrong.

Well, Iranian Azeris are heavily Persianized culturally, Persian is the only official language of instruction and commerce in Iran. I would take the Republic of Azerbaijan as a better example.
