That supposed 'CIA report' is just another propagandistic hoax. There was not any serious CIA report about war crimes, not it was possible to make such report during the war.

I'm not gonna waste time arguing whether it's real or not because in the end it doesn't matter. Only one thing is important here and that's that the claim the report makes turned out to be true.
