It is true you won in 1920. I will not cede 1919 or 1830 as victories, and we did not win in Iraq, realistically.

This is where I think IQ is just strongly correlated to academic culture. Tibetans are not dumb people, but they are not academically oriented or commercially minded people.

There s also the possibility it's the cause instead of the consequence, that they aren't acamedically oriented and so on, because they have lower IQ to begin with, that leaded to their way of life as opposed to other regions or ethnic groups. Which is fine, since they pose no serious threats to anybody, they are peaceful, self-sufficient and maybe more religious. Though it may sound "cool" these are rarely traits associated with intelligence in nature.

And on the other hand if all the world was adopting their way of life, we would be technologically in some sort vegetating state for maybe many thousands of years. Which again could be fine as well, it's more a philosophical concern, but it's not what IQ suggests to evalutate in terms of potential, at least not in our conception of a constantly evolving and performing world.

I used to have three Tibetan co-workers. They all consider themselves Tibetan before everything and don't quite like the PRC. Unsurprisingly

They didn't strike me as smart neither. One of them speaks fluent Dutch, two others speak crappy English in our communication, but they're good guys. However, the one who speaks Dutch counted something wrong and I tried to correct him twice and he didn't believe me. And in the end it appeared I was right and he almost blamed me. That's one example of lower intelligence perhaps. Could've been stress though.
