From 1814-1817, he was at the court of Ali Pasha Tepelena in Janina where he served as a military advisor. In later years, under his Muslim name, he published an extensive French-language history of the deposed Ali Pasha, based in good part on his personal experience, the 512-page ‘Mémoires sur la Grčce et l’Albanie pendant le gouvernement d’Ali-Pacha’ (Memoirs of Greece and Albania during the Rule of Ali Pasha), Paris 1827. He committed suicide in Paris in 1826 and, as such, did not live to see the book for which he is remembered by posterity.

He somehow favors Ghegs as the most noble respectable part of Albanians.
I have heard opposite things from Albanians themselfes but who knows..

Also funny is he mentions that Albanians thought they come from an
Arab tribe called Arnabud.
At that time they thought it was more noble to be Arabic
Now t´some of them think its noble to be Western European or native Balkan

I read the whole text where the quote of the OP was extracted and he depicts Albanians far worse than the Portuguese described Amerindians or African tribes on historical records, per example. According to this Ibrahim's writings it seems that your people was seen as some form of troglodytes.
