This is quite consistent between sources with or without a scale because determining the incidence of pure light eyes is not very subjective. Clearly less than Central Europe and rather at the high end of Southern Europe like some Northern Italians, South Slavs, and Romanians. Northern/Central Croats are somewhat lighter eyed but some consider that already a part of Central Europe in contrast to Dalmatia.

In Cantabria Spain According to a 1911 study, it reaches almost 30%, but there it also includes 9-11 on the Martin Scale o 7-8 Bunak as well from what I understand
