It seems his great-grandfather was norwegian, so as far as we know he could only have 1/8th of norwegian blood

Of course it is, some even have black hair and brown eyes. It's just that these ''passing'' things got distorted in internet forums.
Jordan Peterson can certainly pass as Norwegian.

With all due respect, "Norwegians" in the ethnic racial sense don't exhibit black hair and eyes. Such phenotypes would be the result of lappid or med admixture, or in this case of Jordan Peterson; because he is a mixoid american. He has got a narrow face and an okey head-shape though, but I wouldn't have been able to tell he's got nordic ancestry.
