Portuguese have more than Spaniards (like 7%) but overall that's not even that much. How is it possible? Look at a map and look at where NW Africa is, and which European countries it is geographically closest to and it should be obvious.
British Isles (English, Scottish, Welsh, or Irish)
French
Northern Italians (Lazio northwards)
Southern Italians (Lazio southwards)

I thought NW African immigration regarded especially France because Tunisia, Morocco and Algeria are francophone countries. While genetics reveals that Iberians are the only Europids linked with NW Africans with those stunning percentages. 7% of moor blood is a very high percentage.
