i think these are general zones where you can find the combination light eyes and light skin/hair.

you can also find black hair/blue eyes combination near israel/palestine and some parts of iran and pan blacksea in Turkey

Go to Israel ( Ashkenazi), Palestine ( Druze, Palestinian Christians), Turkey ( the European parts in particular), Syria, Lebanon ( Christians), quite a few have brown or light brown hair, light eyes, fair to light brown skin color, but “weird facial features.
