It could be just that White people are more likely to get diagnosed with neurological problems since they are wealthier than non-Whites and more likely to be able to afford stuff in addition to possibly visiting the doctor/shrink more often for cultural reasons.

Whites are not wealthier than non-Whites in the United States.
