A beautiful woman already feels wanted and desired by many men, so she's like "meh" .

Whereas an ugly woman is usually not wanted and desired (or rarely), so in the event someone does want/desire her she gets horny, and waits for him to make a move and fuck her.

I don't think there's really such a thing as "ugly women." I find a lot of women ugly that other guys like, and vice versa. Most strippers and prostitutes are ugly, and it doesn't stop guys from paying to see them.
On the other hand, if testosterone levels have something to do with horniness, a high-testosterone female with likely not appear very feminine ("pretty") and will be more "horny."
