Is it possible to create an state based on european values in a country not ethnically european ?

Well hello, i'm Thiago and this is my first post on the forum! lately i've been wondering about the future of my country, Brazil. Ethnically Brazil is not an hegemonous country, half of the population is mixed race and half is white, althought Brazil was founded based upon european values, even having a european-style monarchy for almost half of it's history. After the foundation of the republic Brazil lost many of it's founding principles and has been adopting a different style of values and culture, now in your opinion a state with european culture and values but not ethnicaly european could work well ? (i apologize for any gramatical mistakes in the test)

White? Most people are mixed (White leaning pardos, balanced pardos, mulattoes, trirracials leaning to white/black side). Whites are 20% only I guess. The whiter region of Brazil has the best social statistcs (the same logic fit to states).

Well, whites may occupy less of an area than mixed race people but they are indeed a majority in the most populated cities and a significant population in other parts of the country

I'm saying this by personal experience, i'm from são paulo and i mostly see white people around here, as a very significant part of the population
