In rare cases. I've found it's a choice to learn to speak a certain way if English is not your native language, and it's limited by your age as well. I've spoken to Finnish people who sound like Americans, and Finns who sound like they just came out of the forest. Can't say there is a big of a difference in intelligence, if anything the weird accented ones seem more rational. Granted, thick Latvian and especially Lithuanian accents sound really fucking goofy and one understandably might assume the speaker is simple.

no, you cannot. I choose to speak my region's accent just the way peasants do, and it's a statement for political regionalism. but some or many may assume I am an illiterate peasant by the accent alone, and the problem is on them, because they are prejudiced halfwits

often intelligent and educated people will choose to speak with an accent, does not mean they don't know the standard language.

there are often unnecessary butcherization of accents though that may be common to the lower class or peculiar social groups though

I don't think that it is accent overall that shows the education level of a person. There are other primal factors too, like the choice of wording, rich and accurate vocabulary and the way you express your thoughts.

How can your accent reveal your iq? I can spot out every single nation in Europe only by hearing their accent, that means Germans have one IQ.. etc?

Yeah, people from cities/places where rich people live have a specific accent.

Also, people who study in private schools also have their specific accent.

    Same for some universities.

Workers in some jobs also have their characteristic accent.

For example, this adorable girl had a wish for 2013: a CHANEL handbag:

Everybody would recognise her accent as someone with rich parents.

On occasion it can, but usually it says more about their region than anything else. Level of education does not always tell everything about someone’s intelligence or mannerisms either, so they may speak in a broken or bizarre manner just because they are used to it or would like to.

She sounds sluggish and retarded, is that the Portuguese version of a Californian valley girl?
