    Those are basically black accents, because the large majority in those places are black, griffes or mulattoes. The few whites and mestizos from those places (if any) are such as small minorities that they just speak that same African influenced accent.

    Limoneses in the atlantic costa rican coast have they particular accent, they sound a little like the african americans in the US.

    It's regional in your country. Whites living in Detroit or Black hoods in New York still speak with a White American dialect. That's what a racial dialect is.

    Interesting topic. Almost every brazilian accent has african influences (vocabulary, pronounces). Probably, the most african accent in Brazil would be the Bahia's accent.
