I'll always say Scottish first, if pushed british. We are geographically a part of the Island of Britain after all.
Northern ireland is Irish, like has been said here.
The British empire at it's peak. A third of colonial governors-general were Scots. John A Macdonald, first Prime Minister of Canada. Lachlan Macquarie father of Australia. Glasgow was the second city of the empire.
Also the empire wouldn't have gone as far without the help of the highland and Scottish soldiers.

It depends on how you define Britishness.
If by 'British' you mean the current term which defines Britishers by citizenry and nationality (considering myths such as the Matter of Britain) to some extent, then it might include all the peoples (apart from the Irish) in the poll.
If by 'British' you really mean those who are the descendants of the ancient Britons, then you can undoubtedly pick the English and the Welsh, we're not sure if the Picts were entirely Brythonic: so we'll just have to include them as inhabitants of the same 'British' island. The Irish along with their Northern counterparts stay out of this group if we apply Britishness in such a way.
So currently, all of the inhabitants of the UK are considered as British; if we focus on a geographical point of view: then those who inhabit Great Britain are thrown under this term. It is probably safer to label all those living below the Antonine wall as the real Britons as far as I'm concerned.

Welsh and English live in Britannia, Scots in Caledonia, Irish in Hibernia.

As an Englishman, I see no distinction between the terms "English" and "British" (except that the latter includes Scots and Welsh, and sometimes Irish).
