No we haven't. It's banned under both the European Convention on Human Rights (1950) and the Charter of Fundamental Rights of the European Union (2000).
The United Kingdom abolished it's use in peacetime in 1965.

I am not completely aware of the demographics of Cumbria but as far as I know Cumbria apart from Carlisle is relatively rural so the chance that this boy is "Arab" is remote.
