In theory, yes. In practice, modern Germany is so screwed up in mentality and politically, that it would only screw up Austria (still a reasonably sane place) by placing them under the control of the much numerically superior Germany.

Maybe Bavaria splitting off and joining Austria would make more sense.

Why take the chance, Oreka? There is still a lot of anti-German feeling among its neighbors for understandable reasons. If the EU collapsed, or the US left, combined with Germany rearming, its neighbors would arm too. Giving them Austria just makes them stronger potential bullies or could cause their neighbors to become unnecessarily paranoid. It's entirely needless and mostly avoidable with the status quo.
