It's probably either southern Brazil, Argentina, Uruguay or maybe some other part of South America. But which is the most culturally European?

Ouro Preto, Minas Gerais, Brazil.

At least in architecture it could be located anywhere in northern Portugal.

I would say Uruguay, I heard it's 97% European.
