    Virginia has more blacks because of the old plantations that used slave labor in the Shenandoah Valley and coastal plains. It had a very large slave population. There were very few slaves in WV. The mountainous terrain made large scale agriculture impossible.

    More economically advanced states, like Arizona and Nevada, are less sparsely populated. West Virginia is actually in between the densely populated Atlantic Seaboard, Great Lakes and Ohio Valley with good rail and highway links and access to the Ohio River.





    It is no more rugged then Pennsylvania.

    I wouldn't dispute any of this. Still, West Virginia could have made money other ways.
