Any totalitarian regime can enforce a higher birthrate by taking away individual freedoms and limiting its citizens to property of the state.
Another thing communism and national-socialism got in common.
Also I dont see ANY significant demographic growth during communist occupation, a very stagnant line of the latvian population for almost 100years.
