Well, Baghdad is a city founded by the Abbasid Arab caliph in the 8th century AD, and it's population had surpassed Rome by 1.5 million in the 10th century AD(around 2.5 million inhabitants). The Khmer empire also had the largest city in the world that surpassed Rome during the middle ages, and London later on became the largest city in the world during the Victorian era.
