No lol. I gave up after few first missions, I remember guy is a Serb named Niko Belic

I was just messing but there was an Albanian on Reddit who got mad and called gta iv racist to Albanians because Niko kills some Albanians

lol yea it happens in the beginning of the game, one of first missions if not the very first.
