I think this is the effect of 1) being predominantly Alpine in a Nordic state and 2) being an overweight politician.
As a side note: I'm pretty sure politicians from any state in Europe (+ the US) are more overweight than the general population.

Not really, he is too CM and quite pale as well, he would fit well in northern France or Belgium i think.

He does have a Northern element of Cro-Magnon stock but I don't think he would be more passable in England than the Upper Paleolithic types. Besides, Spain has a good amount of people with more Nordish traits than him (even if he fits there very well, in my view).

Some of the other types could pass like the young blonde girl in the tumbnail but they all had some features that would look slightly atypical in England such as the blonde young man who i was informed the other day when i posted this video had quite un English eyes.
