This misses the point. Brevik chose to slay human life in order to promote his goal - a Norway that's free of, if not all non-Europeans, then at least a Norway free of all non-Europeans who upset the apple cart in some way. Regardless of one's position of foreigners in Norway, Brevik would NOT be considered a villian had he not bombed and shot at people (well, no real one, at least). He might have remained unpopular or controversial were he to spearhead a new movement to keep "Norway for the Norwegians (or at the broadest, Christians and Secularists)" but he wouldn't be considered "evil" as such.
Enormous difference between promoting controversial and/or unpopular socio-political agendas and actually killing people in the name of those agendas.
