    I will have to go with bulgaria because they are not so dark as many people believe... the dark ones are usually mixed or gypsys/turks or something else non-european therefor not bulgarian

    From what I understand, northern Italy (i.e. the Po Valley and the surrounding mountains) has a lot of blonde and light-brunette, light-eyed, and even light skinned people. Maybe not the majority are as light as an Irish or Norwegian, but certainly there are plenty there who you would call of Northern European pigmentation.

    On 23andme they identified 3 SNPs which were linked to light eyes and hair, and a statistic using the Eurogenes samples was made. The results were these:

    According to this, the answer would be Bulgaria. My own score is 33.45%, but the portuguese weren't counted.
