I would say Romanians, since they aren't as light as they should be supposed to be for their latitude. They are almost on par, pigmentation wise, with Spaniards, despite of their more northern geographical location compared to Spain.

Yeah the swarthiness of Romanians in particular, and to an extent Balkan people in general, tends to get seriously overlooked when compared to how much people (including I confess sometimes myself) focus on that of Iberians and Italians.
N.B. Of course no European nation has anything like an outright majority of swarthy people, but you get what I mean.

Actually, it's the "lightness" due to the Slavic invasion, especially in the Western Balkans (Slovenia-Croatia-Bosnia) that is more "out of place" than the relative swarthiness of more Paleo-Balkanic people (Romania, Bulgaria, Macedonia, Albania)

Remember, the Balkans Peninsula is the Eastern counterpart of Iberia and Italy, it has been always connected with West Asia and greater Eastern Mediterranean, from the influx of Anatolian Neolithic farmers, from Ancient Greece, Roman Empire, Byzantine Empire, and Ottoman Empire.

It's just a tan from Carpathian mountain living. People in Colorado can be as dark a Mainland Arizonian due to the ski tan.

Romanians are often quite dark and swarthy despite not being that far south in Europe. (And I mean ethnic Romanians, NOT Gypsies).

Scottish people have some of the longest - heads, comparable to other British, Irish, Icelanders and of course Norwegians.
