What is the first thing you notice? For me it's how dependent the Celtic nations and to an extent, Northern England, are on the public sector.

Large public sector employment comes about by councils and the government basically trying to provide people with jobs where the private sector is weak.

This is never a good idea on a large scale since it leads to a bloated government which runs a risk of deficits and is a strain on taxes.
The public sector should be workers who are required, not filled with large amounts of workers who aren't.

It is not the government's job to provide employment in a capitalist system. It is the government's job to regulate the economic system to allow good conditions for the private sector and to perhaps protect strategic industries.

Industries such a defence whilst having a large degree of input by government do actually contribute something, that is the difference.
Another problem is the form of the economy itself. "Anglo-Saxon" Free market capitalism doesn't work, Rhine capitalism which offers a degree of protection is the better model.

The Celtic nations are a major drain on the English economy and this is further proof.
Scotland isn't so bad because it contributes in the way of resources, some industry and services, but Wales and Cornwall offer nothing.

It also shows how much better off Mercia would be without having its taxes drained to London.
