    They are and I do have a strong opinion on that.

    They share all conditions for being one ethnicity. A number of important and conscious Serbs are from Montenegro. IMO it's often a malicious intent (divide et impera) behind wanting to split people that easily go together. As a German I'm very familiar to getting treated that way.

    Wrongled I voted NO but I think Montenegrins are 100% Serbians.

    Maybe Im wrong I dont know, but I view Montenegro and Serbia like I view Netherlands and Flanders or as Germany and austria.

    Yes, they are.

    Large number of the important Serbs from Serbia had/have origin from Montenegro.
    Both Serbian dynasties who created modern Serbia Karađorđevići and Obrenovići had roots from Montenegro.

    Both presidents of Serbia before current A. Vučić, Tomislav Nikolić and Boris Tadić have roots from Montenegro.
    Ancestors of Nikolić came to central Serbia from Piperi clan in Montenegro in 19th century (https://en.wikipedia.org/wiki/Tomislav_Nikolić), and Tadić have more recent origin from Montenegro - his father is born in Mne (https://en.wikipedia.org/wiki/Boris_Tadić)

    Most of the Serbs in Serbia with deeper origin from Montenegro are in central and western Serbia. Migrations from Montenegro to Serbia were permanent in the late 17th, 18tj and 19th century and that Serbs settled in rural parts of Serbia. Settlers from Montenegro in 20th century settled mostly in the cities, except in Vojvodina (northern Serbia) where Montenegrin Serbs together with Serbs from BiH, Serbs from Croatia, Serbs from western/southern Serbia, Macedonians and Croatians to a lesser extent are colonized in rural areas in the period 1945-48.

    Serbian name for Montenegro is Crna Gora and have same meaning - black mountain. Name Crna Gora is of toponymic origin, not of ethnic origin as Serbia.

    This remind me on Russia and Ukraine. Russia have ethnic name, and Ukraine toponymic.
