Case of Czechs and Slovaks cannot be compared with Serbs and Montenegrins. Let's imagine that Slovaks once were Czechs. They were Czech who fell under the Hungarian rule 1000 years ago, live in Hungary for many centuries and over time is born Slovak identity different than Czech. Slovaks have Rusyn influence unlike Czechs. And Czechs have German influence unlike Slovaks.

Montenegrins were Serbs until few years ago or few decades ago, large part of them are still Serbs. In Montenegro among people who are declared Montenegrins in ethnic sense exist those who personally were declared Serbs and decided to become ethnic Montenegrins. Some of them have parents who are/were Serbs, and farthest grandparents. There is a tons of cases in Montenegro that father is Serb and son is Montenegrin, one brother is Serb and other is Montenegrin, half of family are Serbs and other half are Montenegrins etc. That is declaration in ethnic sense. For Serbs of Montenegro term Montenegrin is just regional identity like Šumadians for Serbs from Šumadija (region in central Serbia).

I didnt compare this both situation because its different. The ruler ethnicity of Moravian Empire were moravians not czechs or slovaks, later moravians were assimilated into czechs, so now they are czechs, im not sure that the moravian identity still exist. Pannonian slavs like nothernes (slovaks), centrals (they adopted uralic language and became hungrians) and westernes (slovenes, carantanians) were same ethnicity and lived in same state:

Later when the magyar migration happened, most pannonian slavs adopted the magyar state identity and language, slovaks also did it, but they kept their language. Slovaks and czechs became closer to each other in the 18-18. century when in North Hungary the western slavic dialect became dominant among slovaks (by Ludovit Stúr), the modern nationalism also affected the slovak-czech relationship it maked them much closer to each other (similar language) for example the common Czechoslovak state idea. But before the nationalism and the slovak language reform, czechs and slovaks were pretty distant. The slovak state consider itself as the successor state of Great Moravia and Hungarian Kingdom, and they use the coat of arms and symbols of Hungarian Kingdom but in slavic colors:

They also celebrate the old coronation ceremony of hungarian kings:

They're genetically a mix between Dalmatians, Serbs of Rascia (Raška) and Gheg Highlander Albanians. They do have ethno-geographic differences - with the northern communities being predominantly Serb and Dalmatian; and the Sandzak / Malesia areas having more Gheg admixture (though not dominant).

Culturally, they're definitely South Slav and share many cultural traditions and linguistic trends with Serbs.

Creation of Montenegrin ethhos different from Serbian is recent product of late 1990s and 2000s.

When Montenegro was semi independent state from late 17th century to 1878, and independent state from 1878 to 1916 identity of Montenegro and their Orthodox inhabitants was 100% Serbia. Name of state was Montenegro and name of inhabitants of Montenegro was Serbs, like Israel and Jews. Montenegro in the past had more Serbian identity than Serbia. Montenegrin Serbs consider themselves for the purest Serbs, they were also bigger rusophiles than other Serbs. First strong relation of Serbs and Russians have begun between Montenegrin and Pannonian Seebs with Russia in 18th century.
So this must be true then

Most prominent members of so called Serbian mafia were mostly Montenegrins or with origin from Montenegro. Montenegro was tribal society for centuries. In Ottoman period the strongest branch of economy was robbery of sheep. Montenegrin tribes stole sheep from the "Turks" (who were mostly native Muslims - ancestors of Bosniaks, Sandžakians and Albanians), but also often stole from each other. Because of tribal mentality and that history Montenegrins are talented for mafia. Same goes for other tribal or tribal shifted people of Europe: Albanians, Corsicans, Sicilians, southern Italians.

Some Montenegrians will say they are Serbs, but most of them won't.
Montenegro was an independent country before WWI and it had all features of sovereignty - its dynasty, flag, currency, capital etc. Its population was Slavic, but with strong Albanian influence (some tribes like Kuči were at least partial of Albanian ancestry) and specific tribal organization. But their similarities to Serbs are obvious and South Slavic Movement (combined with dynastic aspirations of Njegoš dynasty) brought them closer to Serbs. It led to formation of "Green" (for independent Montenegro) and "White" (for union with Serbia) party after WWI. These divisions among Montenegrian people remain until our time.
