When characters like him who were created based on a Japanese guy are called white then you who is the one coping.
You see white as default. So even character with tan skinned and small eyes look white to you. For making someone look non white to you we need to give them very stereotypical features like non existing eyes very dark skin. Armenoid nose

Compare here artist draw their 2 protagonist in more detailed manner vs their art style on manga.
I mean it is possible that people still see their detailed version as looking like white guy but personally to me they look like Japanese boy's.
