One of the main reasons why East Europe is less developed than West is Russia's imperialist ambitions. There cannot be development with out peace. We need years of peaceful cooperation to become as wealthy as West. Russia should be destroyed as empire, we need Democratic Moskovskaya respublika.

But dont think that Habsburgs were much better. When they took Bosnia in 1878. Muslim element remained privileged. There was no agrarian reform, but remained Ottoman feudal system until 1918.

Imagine, there was Muslim feudal system with Christian serfs in part of Balkans even in 20th century.
