Well I will admit that a major reason why the NHS is nowadays so reliant on foreign staff (especially the hospital doctors - the government's own statistics show that around a third come from abroad) is because successive governments have not invested anywhere near enough in training new doctors within the country (plus also the starting salaries of junior doctors are pretty lousy).

The professional ones tend to be on the criollo range, with the exception of one Colombiana working at my place, who is balanced mestiza.
