It does tho, because countries that need it the most are the ones with biggest exports, no taxes, no customs, easier to get EU buyers, but since we are not big exporters, we dont really need it, but its great, because its easier to do business in general.
Common laws are trivial, and can be easily circumvented, just call on tradition, the end.

And besides this the EU is inter-national socialism with all well-known disadvantages of socialism: The responsibility is transferred to an elevated and detached level where there is not anymore cared and identified sufficiently for being motivated to do the tasks so well as if they were your own.
