Well, if you're gonna be shirtless sitting on a bench in some distant suburb next to the block house nothing will happen just people wanna think you're some redneck, while walking through some public street shirtless will probably attract attention of police. I think it's related to the "glamorization" of moral decay and the empowerment of individualism taken to the extreme that we have been witnessing over the last decades, something that always sold well and became very ingrained in the tabloids and media in the UK. We can all agree that reality shows\tabloids in any country are rubbish, but those in the UK are at an unprecedented level, they even make America "trashy" content look conservative. When you have countless of programs, social media videos and tabloids with high ratings mostly made up of plastic women and men like the ones you saw in those videos, it has an effect over all these years. In Britain going out to get as drunk as possible, engaging in risky behavior with strangers or dressing in the most obscene way possible has practically become a subculture.
