It would be good to have access to the paper, which is apparently a draft\concept paper from a think-tank (these are not measures that are in practice, binding or in force). I say it would be good because the available information is contradictory, in this YouTube video there is a lot of emphasis on the displacement of millions of Palestinians to Europe and almost no media outlet mentions it and it is almost exclusively pro-Palestinian media who are reporting this so there's no reason to hide it. What I see them all reporting is that the key idea of the paper would be to transfer Gaza civilians to Egypt's Sinai (which Egypt clearly has zero interest in).

I don't know if people realize what two million people is, but to put it into perspective, the record number of asylum-seekers in Europe I think was in 2015, around one million, and that was over the course of the year. This is an unfeasible (hypothetical) plan, which no Arab country will agree to finance, nor is Europe willing to accept it. And above all, it is impossible for Israel to emerge in a way that would not be completely vilified by the entire international community if it really intended to literally expel two million people from the Gaza Strip. People are assuming that the Western world is 100% with Israel on every measure, it's not, just the US if anything. The entire Palestine-Israel issue has always been quite polarizing in Europe.
