Germany comes among the last of all European countries as to expenses for education, which is quite unbelievable because our only resource is brain, there are barely mineral resources.
Countries with good education systems - for example Canada - have assistant teachers with special skills, we even don't have enough regular teachers. Right now we have such a huge scarcity that large numbers of lateral recruits without any pedagogic qualification are employed, but the number of teachers has never been adequate. I was always in a class of over 30 decades ago and lessons were cancelled continuously and on that not much has changed.
A further weak point is federalism. Each federal state has its own Kultusministerium, so we have 16 ministries of education muddling along without any comparability. A very good Abitur in Lower Saxony is likely to be only an average Abitur in Bavaria.
I am also quite sure that the achievement principle has been lowered more than in other countries after 1968. Suffering from mental underload is no bagatelle.
As to figures: In the 1970s about 10% attended higher secondary schools (Gymnasium), now over 50%, which is not necessarily of advantage.
