Rationally speaking, it doesn't make sense except if Italians bribed Albanian politicans to comply. Nobody in Balkan wants to be dumping ground for western European problems. Migrants don't want to stay in Albania and Balkan nations didn't invite these people into Europe.

Albania is EU trojan horse in Balkans. They will do whatever is asked from them if they get support over inter-ethnic Balkan issues.
