At least as far as Spain is concerned, the areas of regional languages should be barred, since in addition to the regional language, the Spanish language is spoken.

This is more correct for Spain, as well as realistic.

As can be seen in the Valencian Community, there is a good territory where Valencian is not spoken.

my village is correctly covered by Ukrainian inside Romania on this map, though the real region compactly covered by Ukrainian is a bit larger.

also, Ukrainian doesn't cover all the area shown, especially in the urban areas, not at all (let alone that almost all of the Ukrainian refugees I encounter everyday in my city in Romania speak Russian, I hear them on the street, in the bus, at the mall etc)

They mean what is the supposed native language of a place, even if the people there all speak another language too.
