    At least as far as Spain is concerned, the areas of regional languages should be barred, since in addition to the regional language, the Spanish language is spoken.

    This is more correct for Spain, as well as realistic.

    As can be seen in the Valencian Community, there is a good territory where Valencian is not spoken.

    They mean what is the supposed native language of a place, even if the people there all speak another language too.
