This is for 2021. on municipality level.

Tutin and Sjenica indeed prety good TFR of 2.4, even almost 2.5.
But their emigration is much higher than rest of Serbia

Iran is part of the map. If one country's data is falsely presented then the credibility of the entire graphic is questionable.

Tutin municipality is 95% Muslim and Sjenica 76%. Recent census say Sjenica have population decline in comparison with previous, it is only due to emigration.

Iran in 2022 was just around 2.1 with 2.103 according to your post. Maybe there is a marginal mistake, but I don’t think it means the whole map is wrong.

Sandžakian Muslims have higher birth rate than Bosnian Muslims. It's well known Sandžakians are more traditional, more Muslims in esence and plus clanish as Montenegrins and Albanians. Bosnian Muslims are 'Mickey Mouse' Muslims in strong majority, for most of them Islam is just national identity and something which make difference between them and their Christian neighbours. Arabs are often shoked when they see who are Bosnian Muslims in reality.
