    That's the double edged sword, not for the new arrivals, but those who already have EU citizenships can move anywhere. They don't do it much yet, except to relocate in another one of the country with a generously broken system of social benefits and/or currently more opportunities, but in any case they absolutely can anywhere.     Yep, but we are discussing Romania and Bulgaria, not the western parts of Europe that have been allowing anyone for decades now. Don't know how the naturalization process works on both countries but a "refugee" would have to become legal first and then get at least a residence to freely fly to other Schengen territories.

    Doesn't really matter, Austria can't hold alone for more than a year. In 2025 it is expected that we're fully part of Schengen.

    Even as a non EU member you can have a lot of rights in the EU, if for example other members of your family are citizens, if you married one (could be anyone with the card), if you work, if you are a foreign student.... Even Ukraine before the war had a sizeable amount of Africans studying there, as it was the cheapest to get a degree, when none of them arrived from conventional routes of immigrations.

    You are missing the point: you can't board a plane if you don't have a visa.
