The whole package but Patrick Stewart is a big part of it. Stewart is a much better actor than Shatner and has much more of a presence.

Why those two?

TNG essentially built all of modern ST, you can't separate it from ST. It is a quality show and there is a reason it was popular. But DS9 is more complex without being outrageous or implausible, I think it is 'objectively' a better show— but even if it is a better show, TNG is ST in its most iconic form. It is the Star Trek. You go for a snack at TNG, you go for a long meal at DS9
