Putin doesn't have balls for that. The leader who comes after him will not hesitate to do such thing, i am pretty sure. Russia has own 'goshawks' same as USA, especially in the military structures.
Problem with Russia is the fact that part of its elite worship west which is enemy of Russia.

For stupids this will be just another wahabi terror attack but the Russian FSB is clever enough to know who loaded the gun on them in the middle of the war. Russia and Iran defeated the ISIS in Syria when this group was trying to topple Assads government for purely external geoplitical and economic reasons, while posing as a sunni wahabi armed group. Russians know who backs them, and provides money, weapons, hideouts etc. In January the same ISIS (This group does not exist anymore) carried out a bombing in Iran in which 94 lives were lost, after Iranian refusal to back out of deals with Russia in same week. Irans IRGC then launched dozens of Ballistic missiles on the hideouts of these mercenaries in 3 different countries. Russian forces are capable enough to retaliate in kind and they will.
It is sad to see some Ukrainian accounts on Twitter celebrating the deaths. Very immature.

I don't think so. I don't think its ever only up to leader (Putin in this case just happens to be that leader - although on paper it seems like so because he has the code to missiles), its also up to all circumstances combined.
I guess we'll wait and see how public in Moscow will react (both upper class/oligarchs/high-ranking military department personnel and the common citizens), but I think most importantly the common citizens of Moscow. If they riot against Putin the chance escalate even further.
Also, I think if this happened in any other city of Russia it would go without any drastic things.
