Isn't "Average looking" a spectrum? (High end average= attractive)

When we say a person is "average looking" it could mean they wouldn't stand out in a crowd. But that doesn't mean they can't be considered attractive, right? A person who is high end average would have pleasant facial features, but nothing that stands out as amazingly stunning, yet people may still enjoy looking at them. Wouldn't that be how it works? There is low end average and high end average. A high end average person could be handsome/pretty.
