By the way, Africa is poor because of bad governance. That's all. I don't say Western governments don't have any part in this as the IMF is also partly responsible for enforcing bad economic policies to the benefit of Europe and the U.S. (after all, the IMF is practically a Western-dominated organization) but consider the downfall of South Africa for instance: You cannot blame the white man for completely ignoring any maintenance of infrastructure and rather engaging in corruption as the ANC does.
