I think they are talking about pure blue eyes. Most people have blue eyes with a different colour around the pupil. This is the case with most of my family. Picture below is an example. I don't think they are called pure blue even though the majority of people would call them blue.

The Welsh are quite an homogenous ethnic group, descending largely from indigenous CMs (Borreby/Brunn) mixed with Aryans. Among former, children are all blond or at least blondish (with a minority of reds), but in adulthood hair darkens a lot. Elvis Presley would be a fine example of this trend: platinum haired as child, almost black haired as adult. Among Aryans (all Corded types in Wales), a significant minority remains blond in adulthood (as can be seen in last picture where all the blond guys look Aryan).

Whoever said that Wales was 5% blue eyed? All of Ireland and Britain are majority light eyed. I was only making reference to the 50% blue eyed. I think that would be pure blue eyed. My example was to show that a lot of people are blue eyed but because they have another colour around the pupil they would most likely not be classified as pure blue eyed.
Wales is similar to other countries in Britain and Ireland.
Anyway that study shows Wales as 45% blue eyed not 5%.

There should really be three categories of eye colour for comparing lightness:
1) Blue/grey/green
2) Hazel (green + brown)
3) Brown
Blue/grey/green is about 78% in northern England.
Hazel eyes like mine often appear to be brown on photographs.
