There should really be three categories of eye colour for comparing lightness:

1) Blue/grey/green
2) Hazel (green + brown)
3) Brown

Blue/grey/green is about 78% in northern England.

Hazel eyes like mine often appear to be brown on photographs.

Studies vary but most use some variation of that. True hazel would be 'light mixed' I suppose.

Hazel isn't Green + Brown, but light brown. Any coerent survey should have a at least three categories of eye colour:

1. Light eyes: grey, blue and green.
2. Mixed eyes.
3. Dark eyes: from hazel to black.

I'd say that the majority of british people have dark to medium brown hair

I would say, light eyes, blue grey green are around 70% in England. Light hair must around 20% blonds, 4 or 5% red and 15 or 20% light brown ( light chestnut ), so 40 or 45% light hair. Dark brown around 30 35%.

Overall 78% of the Britons have light eyes (blue+green), and only 22% have dark eyes (brown/hazel). This is the result from a recent study released in 2014 by the ScottishDNA Project, Blue Eye Project. Though light eyes frequencies varies by region. The most common eye color in the British Isles is blue! In Britain, Blond hair is found in 25% , 7% have red hair, 40% light/medium brown/chestnut, only 3.1% have black hair and the rest have dark brown hair. Most of the brown hair has a golden/reddish tinge to it.
In Ireland, hair color 13% blonde, 10% red, 31% light/medium brown/chestnut/auburn, 36% darker hair. More than 80% have light eyes (blue+green). The golden tinge in brown hair has a higher frequency than in Britain.
