Okay...
Ancient architecture: I think Greece would be on the top of the list not just among the Balkans but also universally. It has influenced architecture worldwide.
Modern architecture: I think Greece (at least Athens) would (should) rank lowest than most European countries and should be compared to cities like Cairo or the likes.
Not to say that there aren't areas in Athens with nice buildings, or certain neoclassical buildings which are unfortunately neglected to the point of them collapsing. There's also architecturally interesting areas elsewhere in Greece:
By the way, in all fairness, and even though unlikely to win, I think Albania should be also in the poll.
