Well it all depends where you live and where you're from. In some countries, everybody who's not clearly Black is White, others not. In Europe, you are White if you have full European ancestry, it excludes many light-skinned non-Europeans. In my humble opinion, all Whites are Caucasoids, but not all Caucasoids are Whites. Skin type I,II,III to IV with the majority being type III. Gypsies are Caucasoids, but not all of them Whites. Some are just too dark to Whites.

The term "blue blood" (aristocrat) is said to be derived from Spain where the upper classes remained unmixed with moors and so the blue of their veins/arteries was visible on their wrists thus they were "blue blooded" as opposed to the largely non-white moors. I think this is a good indicator.

This is really subjective because one person's perception of "whiteness" may differ greatly from another's. For example, race and ethnicity in Brazil is strictly defined based on someone's skin colour, regardless of craniofacial traits.

In order to be biologically White you have to be predominantly Caucasoid with skin tone varying from I-III type.

Interesting to note that when these pigmentation maps present skin colour levels in the new world, they invariably show information based on the natives, so in this case the American Indians. It would be even more of an engaging topic were they to unveil pigmentation data relating to the colonial stock.
