Estonians were seen as Nordic übermensch and 100% of the Estonian population was planned to be Germanized. At the same time, the Balts (Latvians and Lithuanians) were seen differently and about 50-60% of them were seen worthy enough to be Germanized, the rest would have been gotten rid off, I guess.

The figure in the graph for Russia's 2004 murder rate comes from Rosstat data. In 2010, the figure was 13, again from Rosstat data.

No "U.S. statistics" about Russia.
