Its said to lower the qualities of the race generally for the superior race. It gives the lower races a slight and gradual advantage for their future children. The difference is marginal, but its large enough to make a difference, and generally race-mixing tends to equalize or dis-harmonize nature and the environment.
This equalization makes it easier for the inferior races to gain an advantage in terms of culture, nature, and survival in general in relation to the superior peoples.
The disharmony of this is that even though it creates an equalization of advantageous and disadvantageous traits it creates a new system of inequality. You need look no further than Latin America to realize this, and instead of some people living in a superior condition everyone lives in a mediocre squalor.

True Nubians looked similar to modern southern Egyptians and northern Sudanese.. but in ancient depictions due to the fact that the Nubian kingdom extended into far southern Sudan, depictions of "Nubians" also featured people equivalent to today's South Sudanese even though they were not at the core of Nubian civilization.

Of course an IQ test doesn't completely encapsulate such a complex set of traits but it does correlate well with real world success so it’s clearly a valid measure of some, if not most, advantageous intellectual traits.
That's because the US only allows in the elite of Africa. People who have the education and/or money to be valuable to the US economy, usually as a result of having above average IQs. These people are a small minority of Africans and are clearly not a reflection on the African population as a whole.

You say because they have low IQs they have no success, i think because they are a disadvantaged group they score lower on those tests because of the environmental factors.
